This Order is to reassign and retransfer all Highway functions, Road and Shore Protection PLanning, Design and Construction and AMintenance functions from ASPA to the Department of Public Works.The intent of this Order is to ensure that the needs of the people of AMerican Samoa for a modern and safe highway, road and shore protection planning, design, construction and maintenance witht the Territory of American Samoa is conducted in accordance witht he sound business and engirneering practices.
