Amends EO 013-1997 and EO 011-1998
EO 13-1997 designated the former AS Office of Communication (ASOC) as an eligible telecommunications carrier pursuant to SEction 214 of the Communication Act of the receipt of federal universal service support. EO 11-1998 made all of the findings with respect to the designation of ASOC as an eligible telecommunications carrier in EO 13-1997 applicable telecommunication carrier in EO.

This Order puts DBAS as the housing finance agency for AMerican Samoa, responsible for developing a plan for allocating credits consistent with American Samoa's consolidated plan, with emphasis on projects that serve the lowest income families and projects that are structured to remain affordable for the longest period of time.
