Behavioral Health & Advisory Council

Establishment

This EO include striving to bring about active cooperation and positive working relationships between all Territorial behavioral health related agencies, along with planning, advising and coordinating the use of all behavioral health grants from both governmental and NGO grantors. They work collaboratively with DOH, the American Samoa Medical Center (ASMC) and the Department of Health and Social Service (DHSS) to foster best behavioral health service delivery practices for those members of the community in need of the same.

The purpose of this order is to establish the Office of Political Status, Constitutional Review, and Federal Relations. Set forth herein shall be the duties and responsibilities of the office, as well as general powers and functions thereof.

ASTCA may borrow money and incur indebtedness, and may mortgage, assign, hypthecate and give security interest in ASTCA property and revenues to secure such indeptedness provided that such authority to borrow shall me limited to $4,250,000 from the American Samoa Government Employees' Retirement Fund, and no mortgage of or security interest in government land may be givenand provided that any indebtedness so created shall be that of ASTCA alone, and shall not be an obligation or debt of the government, unless otherwise provided by law.
