The purpose of this Executive ORder is to amend Executive Order 02-1998, as amended, which established the American Samoa Telecommunications Authority, to decrease the membership of the Board of five members.

An order Recognizing the impact of climate change and need for continued commitment from the American Samoa Government to understand, prepare for, and mitigate climate change impacts; and a confirmation of the Government commitment to joining other like minded states in the United States Climate alliance.

Climate Change

1. Memorlialize the AS's support for the Parish Agreement and the ASG intention to honor the goals of the agreement, and to confirm AS is joining the US climate alliance, as the first Pacific territory to do so. 2. The existing AS Climate Change EO, evidencing ASG's commitment to amerliorate climate change as promulgated in EO 10A-2007, ten years old and needs to be updated to account for new research and new goals in becoming self-sufficient by using renewable energy to meet American Samoa's energy needs.

Amends Executive Order 002-1998 as amended by 003-1998, 005-119], 011-2013, 003-2016, and 004-2017

This EO allows ASTCA to borrow money and incur indebtedness, and may mortgage, assign, hypothecate and give security interest in ASTCA property and revenues to secure such indebtedness provided that such authority to borrow shall be limited to borrowings from the American Samoa Government EMployees' Retirement Fund, and no mortgage of or security interest in govrnment land may be given and provided that any indebtedness so created shall be that of ASTCA alone, and sha;; not be an obligationor debt of the government, unless otherwise provided by law. Any payments for the indebtedness shall be paid from revenues from ASTCA business operations and no public funds shall be used or allocated or appropriate for said payment, unless approved by the Legislature of American Samoa.
