Establish the Home and Community-Based Services Commission within the Office of the Governor to advise on the development, implementation, and coordination of HCBS programs and policies in American Samoa.

Establishing May 13 As "Swains Island Day," An Official Holiday in American Samoa

May 13 will be a public holiday in American Samoa.

An Order Adopting the American Samoa Revision and Update of the Territory Hazard Mitigation Plan.

The Territory of American Samoa Hazard Mitigation Plan, dated May 28, 2025 is hereby adopted pursuant to ASCA Title 26, Chapter 01, the Stafford Act, and 44 CFR201.4(c)(6). While content related to American Samoa may require revisions to meet the plan approval requirements, changes occuring adter adoption will not require American Samoa to re-adopt any further iterations of the plan. Subsequent plan updates following the approval period for this plan will require adoption resolutions.

An Order Declaring a State of Disaster Emergency Related to Adverse Weather Conditions Causing Flooding, High Surf, And Landslide Hazards

All emergency authorities vested in the Governor by law to deal with the disaster emergency may be utilized. Departments, Agencies, and Offices of the American Samoa Government may promulgate emergency rules in accordance with established law and the Administrative Procedures Act. Emergency rules will be submitted to the Governor prior to promulgation.
