Creates a system whereby the government of American Samoa can continuosly reform its rules to run more efficiently.

An Order superseding and mullifying EO 03-2016 and amending EO 012-2018; allowing the ASTCA the ability to incure debt.

Repeals Executive Order 03-2016; Amends Executive Order 012-2018

This EO allows ASTCA to borrow money and incure indebtedness, and may mortgage, assign, hypothecate and give security interests in ASTCA property and revenues to secure such indebtedness provided that such authority to borrow shall be limited to $11,436,102.48, from the American Samoa Government Employees' Retirement Fun, and no mortgage of or security interest in government land may be given provided that any indebtedness so created shall be that of ASTCA alone, and shall not be an obligation or dept of the government, unless otherwise provided by law.

Executive Order amending EO 12-18, as amended, increasing the number of members of the American Samoa Telecommunications Authority (ASTCA) board of directors.

The purpose of this EO is to amend EO 12-18, as amended, which clarified the duties of the Board and Executive Director, to increase to membership of the ASTCA Board to seven (7) members.
